This factsheet details further developments in 2024 concerning new instruments in the European Union, Mexico, Singapore, Uruguay, and the United States.
October 2024: The European Parliament and Council adopted the Directive on improving working conditions in the platform economy, aiming for correct employment status classification, improved working conditions and transparency, and worker protection in automated decision-making.
December 2024: Mexico's National Congress amended the Federal Labour Law to include new provisions for digital platform work, covering classification, contract requirements, algorithms, disputes, data protection, and discrimination.
September 2024: Singapore enacted the Platform Workers Act, providing retirement benefits, work injury compensation, occupational safety and health protections, and collective representation/bargaining for ride-hailing and delivery services.
February 2025: Uruguay promulgated Law 20.396, setting minimum protection standards for digital platform workers in delivery services and urban passenger transport, and granting self-employed platform workers the right to freedom of association and collective agreements.
April 2024: New York City increased the minimum pay rate for app-based restaurant delivery workers to at least $19.56 per hour before tips.
November 2024: Massachusetts passed a ballot measure to establish a State Board, allowing platform worker drivers to unionize and negotiate contracts.
